What this shows A high notice count indicates repeated reported events; worker totals show whether those events were large, numerous, or both.
Methodology
Each row shows one normalized employer entity (the PlainLayoffs ETL pipeline deduplicates name variants - "Walmart Inc." vs. "Wal-Mart Stores" collapse to a single record). The notices column counts every WARN Act filing tied to that employer across all states. Workers Affected sums "max workers" across those notices. Primary State is the state with the largest total impact for that employer.
Caveats
Multi-state employers naturally accumulate more notices than single-state operators of similar size, a national retailer with 20 store closures registers as 20 notices, while a single-site manufacturer cutting the same number of workers registers as one. Use the Workers Affected column to compare scale separately from filing frequency. Federal WARN coverage depends on the employer, site, timing, and event thresholds: a 50–499-worker mass layoff generally also must reach one-third of the active workforce at that site, while state mini-WARN laws can be broader.
